Summary

The Peak Demand Reduction Scheme Rule (PDRS Rule) and Energy Savings Scheme Rule (ESS Rule) were updated on 1 July 2026. Major updates include:

  • changes to existing PDRS and ESS air conditioning activities and PDRS battery activity BESS1 that apply from 1 July 2026
  • 3 new battery activities that commenced on 1 September 2026.

We sought feedback from ACPs, auditors and other interested stakeholders on proposed:

  • substantive changes to evidence requirements for existing ESS and PDRS activities 
  • evidence requirements for new PDRS activities BESS3, BESS4 and BESS5
  • changes to PDRS Method Guide requirements.

Response

Consultation on the evidence and method guide ended on 29 July 2026.

Thank you for your submissions. We received 10 non-confidential submissions (published below) and 2 confidential submissions.

We considered all feedback in finalising our PDRS Method Guide, HEER Method Guide and IHEAB Method Guide. Our What we heard document summarises stakeholder feedback and our response.
