Apply for product acceptance
This information is for manufacturers, ACPs and other applicants. It details how to apply for water heater acceptance.
If accepted, we add your product to our public list. This means you can install it to get energy savings and create certificates.
Technical requirements
All heat pumps must comply with relevant testing, energy efficiency, and safety standards.
Typically, you submit the following evidence to meet our requirements:
- TRNSYS model and modelling reports (modelled in accordance with AS/NZS 4234:2021)
- AS/NZS 2712 accreditation certificates
- user manuals
- test reports and other product performance evidence, including tanks and collectors (as required)
- pump and controller specifications
- system schematic and bill of materials
- dimensioned tank diagram
- data plate(s) photographs
- application declaration forms.

New hot water heater guidance now available
We have published new guidance for hot water heater applications. This guidance broadly aligns with the latest Victorian Energy Upgrades (VEU) framework while incorporating NSW-specific requirements.
Key updates include:
- New instructions for using the TESSA system, including application procedures and system requirements.
- Six new documents now available on this website (see Relevant documentation section), featuring updated guides, declaration templates and how to apply in TESSA.
What participants need to do:
- Review the new guidance, especially the updated TESSA upload requirements (note: ZIP files are not accepted).
- Begin using the new declaration templates for all hot water heater applications.
These updates are part of IPART’s ongoing efforts to support compliance and improve the efficiency of application processes under the Energy Sustainability Schemes.
Install multiple heat pumps (IHEAB Only)
Install identical heat pumps
You can install multiple identical units of any heat pump listed on the Accepted Products List under the IHEAB method.
The resulting group of heat pumps must meet the following criteria:
- each individual heat pump is accepted for use in Activity Definitions F16, F17
- the individual units are identical models
- they are joined in parallel
- they have balanced water flow to each unit.
If the group of heat pumps meet these requirements, you do not need to apply for acceptance separately.
Install different heat pumps
If you plan to install several different models of heat pumps in parallel or series, you must apply for acceptance for each specific combination.
Products must always be modelled how you intend to install them.
Activity Definitions D17 and D19 for heat pumps don’t allow replacements with more than 1 heat pump.
Ineligible water heaters
Heat pumps for PDRS are suspended
PDRS Activity Definition WH1 (Replace One or More Existing Hot Water Boilers or Water Heaters with One or More Air Source Heat Pump Water Heater Systems) was suspended on 19 December 2024 until further notice. See the PDRS Rule page for details. We are therefore not currently processing any applications for water heaters in the PDRS.
Duplicates cannot be submitted
You cannot apply for duplicate models in TESSA. The system will automatically reject your application.
We do not process products that are already accepted. For example, if your product was already accepted under an earlier version of AS/NZS 4234, we will not accept a new application with different values.
However, if your product requires acceptance across different calculation methods, please contact our team to discuss the next steps.
Please note that there are different requirements and values to submit for HEER and IHEAB calculation methods. These cannot be submitted jointly.
