Exempt and low-income energy programs

The ESS and PDRS Rules require consumers to pay a minimum payment towards the cost of implementing some activities. See the Upgrade costs page for information about activities for which minimum payments apply.

ESS and PDRS activities delivered through an approved exempt energy program or low-income energy program are exempt from minimum payment requirements and other requirements set out in the PDRS Rule.

*The Home Energy Saver Loans Program is not an approved exempt or low-income energy program. Minimum payment requirements still apply unless the implementation is delivered under an approved exempt or low-income energy program.
