To be able to create Peak Reduction Certificates (PRCs) from an activity, an Accredited Certificate Provider (ACP) must be the person with the right to the peak demand reduction capacity for that activity. This person is known as the ‘Capacity Holder’.

To be the Capacity Holder, you must meet one of the following:

  • You are the person that benefits from the activity. That is, you hold the right to the capacity to reduce peak demand.
  • You have been nominated by the original capacity holder. This will generally be the household or business on whose behalf the activity has been carried out.

There are two ways to be nominated as a Capacity Holder:

  • actual nomination by the Capacity Holder
  • deemed nomination.

Actual nomination by the Capacity Holder

The original Capacity Holder can nominate you for an Implementation by filling in the combined Energy Savings Scheme (ESS) and PDRS Nomination FormNote you should not complete the PDRS section of the nomination form until you are accredited as an ACP under the PDRS.

You are allowed to adjust the format of your nomination form to suit your business processes and branding; however, the wording must not be changed without our approval. Nominations are only valid if made using this wording, as it is the wording that is approved by the Scheme Administrator.

You must also provide a copy of the completed form back to the person who is nominating you for their records.

Deemed nomination

The PDRS Rule has a transitional arrangement that allows for future ACPs to be deemed the Capacity Holder for activities carried out before they were accredited under the PDRS.

To be deemed the Capacity Holder, you must meet all the following criteria:

  • your PDRS Implementation is also an Implementation under the ESS. For example, installing a new high efficiency air conditioner may be an eligible activity under both the PDRS and the ESS
  • the Implementation Date is on or after 1 April 2022 and on or before the first anniversary of the commencement of the PDRS Rule
  • you are the Energy Saver for the Implementation under the ESS, either by definition or nomination
  • you are accredited under the PDRS for the corresponding PDRS activity on or before the first anniversary of the commencement of the PDRS Rule.
  • you become accredited under the PDRS for the corresponding PDRS activity on or before the first anniversary of the PDRS Rule.
