Accepted products list
Financial incentives are available when you install, upgrade, or replace eligible equipment. Manufacturers, ACPs and other applicants must be familiar with which products can be used to create certificates.
Products must be either:
- accepted by IPART and published on our list
- published on a recognised public list.
‘Accepted’ means the product and its associated values were reviewed by us and can be used to calculate energy savings.
You must apply for water heaters, lighting and chimney dampers to be ‘accepted.’ Other eligible products come from different public lists.
Public lists
There are 3 lists used by the Safeguard:
- IPART Public list of accepted products. This is a list of products we have ‘accepted’ under the Safeguard scheme.
- Energy Rating Registration database. The Greenhouse and Energy Minimum Standards (GEMS) Regulator (GEMS register) manages this list.
- Approved Batteries list. This is managed by the Clean Energy Council (CEC) for solar batteries (eligible from 1 November 2024). The note below shows further conditions.
Note:
Battery installation conditions under the Peak Demand Reduction Scheme (PDRS)
1) Not all batteries listed on the CEC approved batteries meet the PDRS Rule requirements.
2) For activity definition BESS1, batteries must use an installer with Grid-Connected Battery Storage ‘Design and Install’ or ‘Install only’ accreditation by Solar Accreditation Australia This is the installer list recognised by the Scheme Administrator.

The table below shows the different types of products on each list:

You can only create certificates after you install a product from the public lists.
However, products from the GEMS or CEC lists must also meet IPART’s requirements for specific activities. We detail these in the administrative requirements and the Rule, and the relevant method guides.
Lighting, water heaters and chimney dampers
We accept products for certain activity types before you can use them. Specific lighting, water heaters and chimney dampers must be on IPART’s public list. You can check the list to see if the product was already accepted.
If you do not find the product on our list:

Read the Application Guide for your product type and prepare your application documents.

Lodge an application in the TESSA portal (our online system).

We will review the application to check it meets requirements.

We may request additional information.

If we accept the product, we will publish it on the IPART public list.

ACPs can create certificates from the product on or after the date it is published on our list.
Product type by method
There are different methods to calculate energy savings and peak demand reduction capacity. They are designed for specific sectors and activities under the Energy Savings Scheme (ESS) and Peak Demand Reduction Scheme (PDRS).
The table shows the types of products we must first ‘accept’ under each method:

We publish the accepted products on TESSA, our online system. Our list shows the brand and model number. It also shows the values used to calculate certificates by activity.
You can check whether products are active (in use) or inactive (no longer in use and can no longer be used to calculate energy savings).
For each product, the accepted products list specifies:
- calculation method and, where relevant, the activity definition
- date the product was accepted (shown as ‘effective from’)
- date the product was cancelled (shown as ‘effective to’)
- values for ACPs to use for energy savings and peak demand capacity calculations.
ACPs must use the values current at the implementation date of your upgrade.
For example, in commercial and residential lighting upgrades you use the Lamp Circuit Power (LCP) or the Nominal Lamp Power (NLP) published on our list to calculate and create certificates for new equipment you install. This happens on or after you install those lights.
Apply for product acceptance
To add a product to our Accepted Products List, you need to submit an application. The following pages have information on how to apply for different product types:

To apply you must submit an “Application for Acceptance” case in TESSA.
We rely on reports from accredited bodies. Test reports submitted to us need to be from an accredited laboratory or equivalent.
