Water heater products for Activity Definitions D17-D21 and F16-F17 of the ESS Rule must be accepted by the Scheme Administrator prior to creating energy savings certificates.
Accredited Certificate Providers (ACPs) or other persons can apply to have their products accepted as meeting the ESS equipment requirements.
A joint product application process has been developed with the Essential Services Commission (Commission) in Victoria. Product applications must be submitted on the Victorian Energy Upgrade’s (VEU) online system.
More information on the product application process is set out in Table 1 and Table 2 below.

Modelling requirements for product applications |
You can submit applications for products modelled in accordance with AS/NZS 4234:2008 and/or AS/NZS 4234:2021 (see Notice 01/2022) using the TRNSYS program or extensions of the software in the TRNSYS modelling package. ACPs need to use the parameters (i.e. Bs, Be) current as at the implementation date of the implementation in their energy savings calculations. Energy savings certificates can only be registered for products that have been accepted for use under the ESS. While permitted, there are risks and drawbacks to installing a product that is not accepted under the ESS. Notably, if the product is not subsequently accepted, the ACP will be unable to create ESCs from its installation. We also note that it is not uncommon for customers to contact us to confirm that a product has been accepted for use in the ESS. For clarity, Accredited Certificate Providers must use:
