Water heater products for Activity Definitions D17-D21 and F16-F17 of the ESS Rule must be accepted by the Scheme Administrator prior to creating energy savings certificates.

Accredited Certificate Providers (ACPs) or other persons can apply to have their products accepted as meeting the ESS equipment requirements.

A joint product application process has been developed with the Essential Services Commission (Commission) in Victoria. Product applications must be submitted on the Victorian Energy Upgrade’s (VEU) online system.

How to apply

Product applications must be submitted on the VEU’s online system. You will need to open a new VEU account if you do not have one. Please refer to the Commission’s website for more information.

Applications can be made by ACPs and non-ACPs.

Modelling requirements for product applications

You can submit applications for products modelled in accordance with AS/NZS 4234:2008 and/or AS/NZS 4234:2021 (see Notice 01/2022) using the TRNSYS program or extensions of the software in the TRNSYS modelling package. Our preference is for products to be modelled in accordance with AS/NZS 4234:2021.

Subject to meeting requirements, if your product has been modelled in accordance with:

  • Both AS/NZS 4234:2021 and AS/NZS 4234:2008, we will only publish the AS/NZS 4234:2021 parameters for that product.

  • AS/NZS 4234:2021 and the product has previously been accepted with the AS/NZS 4234:2008 parameters, we will publish the AS/NZS 4234:2021 parameters and end-date the AS/NZS 4234:2008 parameters for that product.

We will notify applicants by email about whether their product is accepted for use under the ESS or not.

Public list of accepted products

ACPs need to use the parameters (i.e. Bs, Be) current as at the implementation date of the implementation in their energy savings calculations.

Energy savings certificates can only be registered for products that have been accepted for use under the ESS. While permitted, there are risks and drawbacks to installing a product that is not accepted under the ESS. Notably, if the product is not subsequently accepted, the ACP will be unable to create ESCs from its installation. We also note that it is not uncommon for customers to contact us to confirm that a product has been accepted for use in the ESS.

For clarity, Accredited Certificate Providers must use:

  • Climate zone HP3-AU energy savings parameters for D17 and D19 implementations in BCA climate zones 2,3,4,5 or 6.

  • Climate zone HP5-AU energy savings parameters for D17 and D19 implementations in BCA climate zones 7 or 8.

  • AS/NZS 4234 Climate zone 3 energy savings parameters for D18, D20 and D21 implementations.

You must submit applications for products modelled in accordance with the most up to date version of AS/NZS 4234 (i.e. AS/NZS4234:2021) (see Notice 01/2022).

Typically, the following documents are required:  

  • Commercial and Industrial Heat Pump Water Heater Product Application Form  

  • TRNSYS Model and modelling reports for the product (AS/NZS 4234 / SA/SNZ MP104)  

  • TRNSYS product variables list  

  • AS/NZS 2712 Accreditation certificate 

  • Test reports and other documentary evidence of the performance of the product, tanks, booster systems (as required) 

  • Specifications for pumps, heat exchanger and controllers 

  • Schematic of the system and bill of materials 

  • Dimensioned diagram of the tank 

  • Photographs of the relevant data plate(s)

Applications can be made by ACPs and non-ACPs. Products must be currently approved by the Commission as meeting the requirements of:

  • Activity 1D for heat pump water heaters

  • Activity 1C for solar (electric boosted) water heaters

  • Activity 1F & 3B for solar (gas boosted) water heaters

under the VEU program.

We may require additional documentation to assess whether your application meets the ESS Equipment requirements. For example, your product has been amended since its acceptance in Victoria.

Any additional documentation requested will be consistent with documentation required in Table 1 above. To expedite the assessment process, please have this documentation readily available for response to any information requests.
