Home Energy Efficiency Retrofits

The Home Energy Efficiency Retrofits (HEER) method is a calculation method under the ESS. It provides a way to calculate energy savings from a range of energy efficiency upgrades in households and small businesses. 

In this method, the term ‘energy’ may refer to electricity, gas or both.

It’s a requirement under our framework that all upgrades are safe and compliant, and meet legislative requirements (including licensing requirements).

Read below for information about the following HEER requirements

You will need to provide a fact sheet to the customer before they agree to an upgrade. (Before they sign the nomination form and you start the installation.)

You may need to provide 2 fact sheets if the upgrade involves a heat pump water heater and other activities.

It’s good practice to keep records as evidence of providing the fact sheet. Auditors will check the fact sheets have been provided during audit.

The customer must pay at least a minimum  amount towards the installation cost. This minimum payment applies to each implementation.

The minimum payment is:

  • $200 for pool pump, air conditioner and water heater activities (Activity Definitions D5 and D16-D21)
  • $30 for all other HEER activities.

All minimum payments are excluding GST.

Minimum payments cannot be reimbursed to the customer in any form. This includes through gift cards or vouchers, credit notes or goods and services.

For the installation of lighting products to be eligible under the HEER Method, the equipment must be accepted by the Scheme Administrator as meeting equipment requirements. Visit our Accepted products list page for details of accepted lighting products.

This requirement is relevant for the following activities:

  • Activity Definition E1 – Replace halogen downlight with a LED luminaire and/or lamp
  • Activity Definition E2 – Replace a linear halogen floodlight with a high efficiency lamp
  • Activity Definition E3 – Replace parabolic aluminised reflector (PAR) lamp with efficient luminaire and/or lamp
  • Activity Definition E5 – Replace T8 or T12 luminaire with a LED luminaire
  • Activity Definition E11 – Replace an Edison screw or bayonet lamp with an LED lamp for general lighting purposes
  • Activity Definition E13 – Replace T5 luminaire with a LED luminaire.

Replacing or installing an air conditioner requires an electrical licence, not an air conditioning licence. Building Commission NSW advises that air conditioning licences allow only for repairs and replacement of parts. They do not allow for replacement of the system. 

AS/NZS 3000 requires that electrical components must have:

  • a Type A RCD,
  • a local isolator, and
  • wiring that meets the requirement of the system being installed. 

ACPs or their representatives must provide a Certificate of Compliance for Electrical Work to the customer and to Building Commission NSW.

A site assessment must be completed to identify eligible energy savings for all HEER implementations. You must evidence this by completing a Site Assessor Declaration for each implementation. You may use the template below or develop your own declaration form based on the template.
