TESSA for scheme participants

TESSA is our online system for supporting key activities in the ESS and PDRS. 

As a scheme participant, you can use it for activities like:

  • viewing your certificate holdings
  • transferring certificates
  • surrendering certificates
  • notifying us of your Individual Liable Demand
  • lodging your ESS Annual Statement and PDRS Annual Statement
  • paying a penalty.

Logging into TESSA

You can log into the TESSA Portal online.

Creating a TESSA account 

If you are a new scheme participant, email us at essregulator@ipart.nsw.gov.au for advice on creating an account in TESSA.

Adding or removing contacts

You can add or remove contacts for your account within TESSA. All you need is to be an existing contact for your TESSA account and a member of the customer admin group. 

We have developed a series of learning modules (see below) to help you get started in TESSA. 

Buying and selling certificates

Trading certificates happens outside of the Registry of Certificates (TESSA). 

IPART is not involved in the process of trading certificates. You need to contact buyers and sellers of certificates, or their broker, to trade certificates. 

Transferring certificates

The buyer and seller of certificates must record the change in ownership in the Registry of Certificates (TESSA).

Surrendering certificates

You will nominate the number of certificates to surrender against an ESS or PDRS target when lodging your ESS Annual Statement or PDRS Annual Statement.

There are restrictions on the type, vintage and status of certificates that you can surrender against an ESS or PDRS target. These restrictions are explained in the Compliance Guide - Scheme Participants. You should consider these restrictions when acquiring certificates.

Reporting in TESSA

As a scheme participant, you  meet your reporting obligations by lodging the following TESSA cases:

  • ESS Annual Statement
  • PDRS Individual Liable Demand
  • PDRS Annual Statement.
